Still Not Fully Reusable — and That's the Point
Shotwell's phrasing is precise: Falcon 9 is a mostly reusable system. The upper stage is expended on every mission. Elon Musk has described that upper stage cost as roughly equivalent to a medium-size jet — a significant per-flight expense that reusability of the first stage only partially offsets.
