Starlink Mobile has officially gone live in Ukraine, with SpaceX partnering with local carriers Kyivstar and VEON Group to deliver satellite-backed data connectivity to millions of Ukrainians. The service launched nationwide on June 16, 2026, and works on standard 4G LTE smartphones — no special hardware required.

The initial rollout is described as a "light data" tier, meaning it's designed for essential app-based communication rather than full broadband replacement. Supported services at launch include Viber, WhatsApp, and Google Maps — covering voice notes, video notes, messaging, photo sharing, and navigation. Kyivstar has confirmed plans to expand the supported app list over time, with Helsi (Ukraine's e-health platform) and the Uklon ride-hailing app cited as upcoming additions.
The significance here is coverage geography. The service is available across the entire territory of Ukraine, including areas where terrestrial mobile networks have been damaged or are otherwise unreliable. For users in those regions, Starlink Mobile via their existing smartphone is now a fallback that requires no satellite dish or additional equipment — connectivity routes through the carrier partnership automatically when ground-based signal is unavailable.
This is a meaningful expansion of Starlink's direct-to-cell strategy, which has been rolling out in select markets globally. Ukraine represents one of the most consequential deployments given the ongoing infrastructure pressures in the country. Whether the light data tier evolves into fuller broadband capability — and on what timeline — remains the open question as Kyivstar and VEON Group scale the partnership.
